NBOH offers online banking and bill pay services
to our customers. These services allow you to
access your deposit and loan accounts through
an authentication process that uses personal
access codes and passwords. We employ a number
of measures to provide these services in a secure
manner. These measures allow us to properly authenticate
your identity when you access our services and
protect your information as it traverses the
Internet between your PC and The National Bank
of Oak Harbor. Our Internet
banking service provider, FundsXpress, has also
developed security policies and procedures to protect
the customer information that they must collect
and maintain to help us process your banking transactions
over the Internet. They have developed
a top-of-the-line security system to ensure your
customer information is protected on the Internet
and within the FundsXpress environment.
Our security measures, and yours, must rely on
these access codes remaining confidential. We
strongly recommend that you do not share these
access codes and passwords with others. The National
Bank of Oak Harbor recommends changing your
pass code at least once a month.
Certain third party providers such as bill pay
and bill presentment sites, financial aggregator

may offer to provide services to you by accessing

The National Bank of Oak Harbor uses the
following dual factor authentication.
- · Validation
Engine – The validation engine stores login
and session statistics for all online banking
users to build a pre-login and post-login
profile for each online banking user. These
collected statistics include login time,
location or IP address, frequency, browser
footprint, click counts, and session duration.
The validation engine is based on statistical
modeling and rules-based expert systems
and serves as the basis for identifying
“unusual” transactions or behavior based
on the individual user’s pre and post login
profile.
- · Identify
Verification – This feature utilizes the
validation engine to evaluate the user’s
pre-login profile against the current user
login activity. When a user logs into
online banking, their current activity
will be compared to their user profile.
Any user activity that deviates from the
user’s historical profile will be scored
based on their difference in behavior,
with a score of 10 indicating the highest
level of difference in behavior based on
prior login/session activity. The login
and session “difference in behavior” scores
will be reported in a daily report, Unusual
Login Activity, which can be accessed by
your financial institution.
- · Dual
Authentication – The dual authentication
feature allows the institution to require
a user to provide additional authentication
in addition to entering their access ID
and passcode for any level of login behavior
– all users, or just users with high difference
in behavior scores (as defined by the financial
institution). The financial institution
can choose to specify that users who are
required to provide additional authentication
to enter a security Verification answer
to further verify their identities and
gain access to the system. The system
will also generate an Unusual Login Activity
report, delivered real time to your institution,
when any high risk users are found logging
into the system for immediate review and
follow-up.
